Welcome to the Council meetings hub with information relating to Council and committee meetings of Golden Plains Shire Council.
Virtual Council Meetings
The Victorian Parliament passed emergency COVID-19 legislation (COVID-19 Omnibus (Emergency Measures) Act 2020) enabling ‘virtual’ council meetings to be held between 1 May 2020 and 26 April 2021.
Golden Plains Shire Council Meetings will be held virtually under the provisions.
The public are encouraged to watch virtual meetings through live streaming which is available on Council’s website and YouTube page. A recording of the live stream will be made available on Council’s website following the meeting.
Council will accept public questions submitted in accordance with the Governance Rules. Due to COVID-19 and the meeting being held virtually, public questions will be read out by the Chief Executive Officer as proxy (where appropriate).
All public presentations and submissions must be in written form and will be read out by the Mayor at the meeting. The maximum time limit of five minutes is still applicable in accordance with the Governance Rules.
Council meetings are held on alternative months usually at the following addresses:

Agendas will be made available on this website on the Friday prior to the Council meeting.
Minutes of each Council meeting are available to the public and posted on this website shortly after each Council meeting. Please note minutes of the most recent Council meeting will be posted as Unconfirmed until they are confirmed at the following Council Meeting.
QUESTIONS AT COUNCIL MEETINGS
Council usually welcomes members of the public to attend Council meetings and ask questions on any Council related matters. If you have a question to ask at an Meeting of Council, it must be written and received by 10am of the day of the meeting.
However, due to COVID-19, questions submitted for Public Question Time will be read out by the Chief Executive Officer as proxy (where appropriate), until further notice.
PUBLIC PRESENTATIONS AND SUBMISSIONS
Usually, any person may lodge a written submission as a submitter, objector or applicant, and may also request to speak at the relevant Meeting of Council in regards to:
- A planning matter (for example, a planning permit application) where the person is the applicant or has previously made an objection in accordance with The Planning and Environment Act 1987
- A matter where Council called for submissions under section 223 of the Local Government Act 1989 (e.g. the council budget) and the presenter has previously made a formal submission
- A matter where Council called for submissions under other legislation
- A matter where Council called for submissions under a Council Policy
No time will be allocated to presentations on any other agenda items.
However, due to COVID-19, any public presentation and submissions must be in written form only and will be read out by the Mayor at the meeting, until further notice. The maximum time limit of five minutes still applies.
Meetings will be accessible online to the public and will be live streamed on Council's YouTube page.
Minutes and Agendas
The Council agenda will be uploaded by the end of business on the Friday prior to the Council meeting.
The unconfirmed Council minutes will be uploaded by the end of business on the Friday after the Council meeting. These minutes are then confirmed at the following Council meeting and subsequently published as confirmed.
