Welcome to the Council meetings hub with information relating to Council and committee meetings of Golden Plains Shire Council.
Update: A change to our Council meetings
Ordinary Council meetings will continue to be held on the scheduled dates each month. To allow for greater social distancing, all Ordinary Meetings of Council will be held in the new Council Chamber at the Golden Plains Civic Centre until further notice.
In addition, due to the COVID-19 pandemic and in line with new guidelines from the Victorian Government, all Ordinary Meetings of Council will not be open to members of the public, until further notice. The meetings will be attended by Councillors and essential staff members with social distancing and hygiene requirements in place.
The meetings can be viewed online via the livestream on Council’s YouTube page. The new Council Chamber will provide a better quality livestreaming experience for residents tuning in from home and the link to the livestream will be posted on the day of the meeting on Council’s social media and website.
Due to the COVID-19 pandemic, any questions submitted for Public Question Time will not be read out at the Council Meeting, with all questions to receive a written response. Until further notice, all public presentations and submissions must be in written form and will be read out by the Mayor at the meeting. The maximum time limit of five minutes is still applicable.

68 Sussex Street, Linton
Due to COVID-19, to ensure social distancing of councillors and staff, all meetings will be held at the Golden Plains Community Civic Centre, 2 Pope Street, Bannockburn, until further notice.
Agendas will be made available on this website on the Friday prior to the Council meeting.
Minutes of each Council meeting are available to the public and posted on this website shortly after each Council meeting. Please note minutes of the most recent Council meeting will be posted as Unconfirmed until they are confirmed at the following Council Meeting.
QUESTIONS AT COUNCIL MEETINGS
Council usually welcomes members of the public to attend Council meetings and ask questions on any Council related matters. If you have a question to ask at an Ordinary Meeting of Council, it must be written and received by 10am of the day of the meeting.
However, due to COVID-19, any questions submitted for Public Question Time will not be read out at Council meetings, with all questions to receive a written response, until further notice.
PUBLIC PRESENTATIONS AND SUBMISSIONS
Usually, any person may lodge a written submission as a submitter, objector or applicant, and may also request to speak at the relevant Ordinary Meeting of Council in regards to:
- A planning matter (for example, a planning permit application) where the person is the applicant or has previously made an objection in accordance with The Planning and Environment Act 1987
- A matter where Council called for submissions under section 223 of the Local Government Act 1989 (e.g. the council budget) and the presenter has previously made a formal submission
No time will be allocated to presentations on any other agenda items.
However, due to COVID-19, any public presentation and submissions must be in written form only and will be read out by the Mayor at the meeting, until further notice. The maximum time limit of five minutes still applies.
Meetings will be accessible online to the public and will be live streamed on Council's YouTube page.
Minutes and Agendas
The Council agenda will be uploaded by the end of business on the Friday prior to the Council meeting.
The unconfirmed Council minutes will be uploaded by the end of business on the Friday after the Council meeting. These minutes are then confirmed at the following Council meeting and subsequently published as confirmed.
