Here are some highlights from the September 2018 Council meeting.

It was almost a full house in the gallery at Bannockburn Shire Hall. Many members of the gallery attended either in support or opposition to the Bannockburn Plaza expansion.

Citizen recognition

Tiana Krilcic, a 15-year-old Bannockburn resident, was selected to represent Victoria in the Australian Underwater Hockey Championships held in Perth in January this year. Tiana’s team won the under 15s national title, defeating Western Australia six to five.

Tiana plans to participate in trials to represent Victoria again in the national championships held in January 2019 and Council was delighted to recognise this young star for her extraordinary achievements.

Bannockburn Plaza redevelopment

As a part of its ordinary business, Council considered Planning Application P17-269 for the redevelopment of the Bannockburn Plaza Shopping Centre. Council received a detailed Officers' report outlining a range of issues relevant to a planning application assessment process. The report provided a background to the application, a summary of the planning considerations raised by objectors to the proposal, and an officers recommendation to support the issuing of a planning permit. 

Council resolved to defer making a determination in relation to the consideration of the planning application for a period of 28 days. This decision means the application will be tabled for further consideration at the October meeting. Council and the attending gallery heard from the developer and three objectors as a part of the discussion.

Inverleigh Flood Study

Council endorsed the Inverleigh Flood Study prepared by Water Technology Consultants in partnership with the Corangamite Catchment Management Authority and State Government.  Planning staff will now prepare and exhibit an amendment to the Golden Plains Planning Scheme to introduce the new Land Subject to Inundation Overlay (LSIO) and Floodway Overlay (FO) mapping. The study provides a detailed assessment of the Inverleigh township floodplain and identifies where flooding may impact upon residents, properties and infrastructure. The study provides high quality up-to-date flood mapping that predicts flooding heights and identifies high risk areas for flood warning and evacuation. The study recommends further detailed assessment of two mitigation options which would reduce flooding through the township. The Municipal Flood Emergency Plan (MFEP) is also being updated with flood intelligence from this study.

Environment Strategy 2019-2027

Council approved the release of the draft Environment Strategy 2019‑2027, which was developed with community input. Two adopted Council Management Plans

Council adopted the updated Teesdale Grassy Woodlands Management Plan 2018-2023 and the Old Batesford Cemetery Management Plan.

Media Statements and Public Notices

Council endorsed the updated Policy 4.5 Media Statements & Public Notices, which identified some minor changes to ensure it is accurate and relevant.

Geelong Heritage Centre

The Borough of Queenscliffe Council has requested to re-establish its membership of the Geelong Heritage Centre. In order to do so, formal approval is required by the four Geelong Regional Library Corporation (GRLC) member councils. With all councils’ approval, a further Supplemental Agreement 2018 will be forwarded to each of the four GRLC member councils for official signing.

Central Highlands Councils Victoria – Incorporation

The purpose of this report was to support Central Highlands councils to become an incorporated association pursuant to the Associations Incorporation Reform Act 2012 and to authorise the Chief Executive to join the association. This new body will assist in looking towards shared services in the future, and an application under the $20M State Government Rural Transformation Program.

The Councillors each talked about their attendances at various events and functions over the past month.

Notice of Motion

Cr Sharkey asked that Council place the following motion on the MAV State Council agenda: “That the MAV lobby the Minister for Local Government to lead discussion on an alternative means of funding Councils rather that the outdated property tax based system of rates.” The motion was supported.
