Feedback Sought on Draft Community Asset Policy

Golden Plains Shire Council endorsed the Draft Community Asset Policy (the Draft Policy) for a period of public exhibition at its Council meeting on Tuesday 24 February.

The Draft Policy provides improved understanding and accountability for community owned assets in relation to:

  • Approval processes/requirements for installations
  • Current and future cost implications
  • Maintenance responsibilities
  • Public safety and amenity

The Draft Policy outlines how community-owned assets can be installed on Council-owned or managed land and facilities. These assets are usually created through community-led or volunteer projects and often include things like public art, memorials, and other pieces of community infrastructure.

Golden Plains Shire Mayor Cr Owen Sharkey encouraged community groups and volunteer entities to read the Draft Policy and provide feedback.

Our goal with this Policy is to clearly distinguish between community-owned assets and Council-owned assets within public and open spaces.

This Policy establishes a consistent and formal process for both community groups and Council when seeking or issuing landowner consent for the installation and management of community assets on Council-managed land.

Input from our community groups is essential. Your feedback ensures this Policy is practical, reflects local needs, and supports the shared use of our public spaces.

Feedback on the Draft Policy is invited from Monday 2 March to 5pm, Monday 30 March 2026 and can be completed at goldenplains.vic.gov.au/consultations. Hard copy surveys are also available at Council’s Customer Hubs, 2 Pope Street, Bannockburn, and 19 Heales Street, Smythesdale.

At the conclusion of the exhibition period, feedback received will be considered before the final Community Asset Policy is presented for adoption at the April 2026 Council Meeting.
