Council is committed to engaging with residents on decisions that affect their lives, and public consultation on a number of projects wrapped up recently.

Municipal Public Health and Wellbeing Action Plan 2021-2025

Council’s Draft Municipal Public Health and Wellbeing Action Plan 2021-2025 was open for public exhibition from 29 September to 19 October, 2021. The Action Plan has been developed to progress the implementation of the five priority areas identified in the Municipal Health and Wellbeing Planm which was adopted by Council in June as an integrated component of the Golden Plains Shire Council Plan 2021-2025. The Action Plan details 73 actions to respond to three underlying principals of place-based and local solutions, sustainable progress and increasing access. 

During the public exhibition period, Council recieved no submissions on the Draft Municipal Public Health and Wellbeing Action Plan 2021-2025. The Action Plan was adopted at Council's October meeting, in accordance with the Public Health And Wellbeing Act 2008

Governance Rules Update

At its 28 September meeting, Council endorsed a review of its existing Governance Rules, and that the document with proposed changes be placed on public exhibition, with any submissions to be heard at its October meeting. The Governance Rules Update was on public exhibition from 29 September to 19 October. 

The proposed amendments to the Governance Rules included nine rule changes and six new rules intended to provide additional clarity, definition and structure to procedural aspects of the Council Meeting process, including the calling of unscheduled council meetings and Notices of Motion.

There were no submissions recieved during the public exhibition period, and at it's October meeting Council adopted the Governance Rules with an alternate motion that the amendments to the Governance Rules are brought back to the chamber for re-evaluation in a period of six months; and an amendment to clause 25.2.2 to change the figure from $100,000 to $10,000.

Long-Term Financial Plan 2021/22 – 2030/31

The Local Government Act 2020 requires all councils to adopt a Long-Term Financial Plan by 31 October 2021. Previously, Council had prepared a 10-year financial plan as part of its annual budget process. The Long-Term Financial Plan 2021/22–2030/31 (the Financial Plan) sets out how the actions of the Golden Plains Shire Council Plan 2021-2025 may be funded to achieve the Golden Plains Community Vision 2040. 

The Finanical Plan was on public exhibition from 25 August to 13 September, 2021, and Council recieved no submissions on the plan during that period. At its October meeting, Council adopted the Long Term Financial Plan 2021/22 - 2030/31 with the following addition:

Council request a report to be brought to the February 2022 Council Briefing to strategically consider:

  • Options available to reduce Council’s debt levels including what the long-term implications of a debt reductions strategy are; and
  • Options available to reduce the forecasted Waste Management Charge

G21 AND AFL BARWON TOWARDS 2030: STRATEGY

The Draft G21 and AFL Barwon Towards 2030: Strategy was placed on public exhibition for residents of Golden Plains Shire from 31 May to 11 July, 2021. The Strategy is designed to guide the future planning and development of football and netball throughout the G21 Region for the next 10 years. An initiative of AFL Barwon and the G21 Sport & Recreation Pillar, the Strategy has been informed by a facilities audit, participation data and with the collaboration and engagement of stakeholders in the G21 Region including the five participating Councils – Golden Plains Shire, City of Greater Geelong, Surf Coast Shire, Borough of Queenscliffe and Colac-Otways Shire. During the public exhibition period, there were 21 local submissions recieved.

At its October meeting, Council endorsed the G21 and AFL Barwon Towards 2030: Strategy.
