The Golden Plains Shire Council Annual Report 2022/23 was presented to Council at its meeting on Tuesday 24 October 2023.

Council’s Annual Report 2022/23 provides a comprehensive overview of our achievements and performance in the 2022/23 financial year against the five community outcome areas as set out in the Council Plan 2021-2025. It focuses on highlights and challenges, operational performance, and provides a detailed overview of financial performance and expenditure.

In accordance with the Local Government Act 2020, Council must prepare and adopt an Annual Report every financial year. The Annual Report 2022/23 has been prepared in accordance with the requirements of the Act and includes the Report of Operations; Audited Performance Statement; Audited Financial Statements; Auditor’s report on the Performance Statement prepared under section 132; and Auditor’s report on the Financial Statements under Part 3 of the Audit Act 1994.

The Annual Report 2022/23 shares the story of Council’s major highlights and achievements from 1 July 2022 to 30 June 2023 including:

  • Significant funding investment from State and Federal Governments.
  • Delivery of an extensive list of infrastructure projects and upgrades. 
  • Council’s commitment to community engagement including Councillor Listening Posts and online and in-person engagement on a wide range of community projects and initiatives.

Major capital works completed by Council in 2022/23 include: the Meredith Multi Playspace, Rokewood Netball/Tennis Upgrade, Bannockburn Bowls Club Sewer Connection, Lethbridge Lake Boardwalk and Haddon Recreation Reserve Works.

Official openings were also held for the Bannockburn Football and Netball Club grandstand, Bannockburn Industrial Estate and the Ross Creek Recreation Play and Active Recreation Reserve.

In 2022/23, funding grants were also secured for future capital works projects including the Inverleigh Active Youth Space, Stage 2 of the Bannockburn Skate Park Upgrade and the Don Wallace Recreation Reserve change rooms and oval upgrade. Council has welcomed additional funding announcements under Phase 4 of the Australian Government’s Local Roads and Community Infrastructure Program, bringing the total funding allocation under Phase 4 to over $2.2 million.

In 2022/23, Council’s completed major road projects included: the Tannery Road Floodway in Smythesdale, Arthurs Lane Bridge in Grenville, Frenchmans Road Bridges in Corindhap and upgrades of Meredith-Shelford Road in Meredith. The installation of guardrails in 6 locations across Golden Plains Shire was also completed. 

As required under the Local Government Act 2020, the Golden Plains Shire Council Annual Report 2022/23 has been published on Council’s website and promoted to the community through traditional and digital media channels. A public notice advertising the Annual Report was placed in the Geelong Advertiser and Ballarat Courier on Wednesday 25 October.

The Annual Report 2022/23 is available to view online and can be downloaded here. Printed copies of the Annual Report 2022/23 are available to view at Council’s Customer Service Centres at 2 Pope Street, Bannockburn and 19 Heales Street, Smythesdale.
