Road Management Plan 2021-2025

Council adopted the Road Management Plan 2021-2025 at its 27 July 2021 Council Meeting.

The Road Management Plan 2021-2025 (the Plan) is a key technical document that sets clear standards and Council’s commitment to managing local roads. The Plan identifies responsibilities, maintenance standards and inspection regimes for all road assets within Council’s control.

The purpose of a Municipal Road Management Plan is to establish a system for Council’s road management functions, which is based on policy, operational objectives and available resources and to set a performance standard. All Victorian councils are required to have a Municipal Road Management Plan.

Engagement Update

As required by the Road Management (General) Regulations 2016, Council’s existing Road Management Plan was reviewed earlier this year, following the appointment of the new Council in November 2020. The comprehensive internal review of the Plan included input from external consultants, and proposed amendments to the hazard identification and intervention response for road asset infrastructure. Data from Council’s CRMS system, inspections, maintenance and repair programs informed the proposed changes in inspection regimes and intervention levels. The Plan was also simplified to Plain English and formatted to comply with modern asset management practices.

The Draft Road Management Plan 2021-2025 including these amendments was on public exhibition for community feedback from 26 May to 7 June 2021, with residents able to make a submission online, by email or in writing. During this period, one submission was received referring to maintenance of a specific road. With no submissions seeking amendments to the Draft Plan, Council adopted the Road Management Plan 2021-2025 without further changes.
