About the rebate

Golden Plains Shire residents are able to claim some of the cost of buying reusable products in four categories; reusable nappy products, reusable sanitary products, reusable incontinence products or reusable portable drinking containers.

The Reusable Products Rebate Program is aligned with priority areas in Council’s Municipal Public Health and Wellbeing Plan 2021-2025 including tackling climate change, improving mental health, advancing gender equality and sustainability.

This program is also aligned to Council’s Waste and Resource Recovery Strategy 2020-2023 objectives which include reducing the amount of waste we send to landfill by implementing waste management and minimisation practices that are innovative, effective and reflect best practice.

How does it work?

To be eligible to apply for a rebate, you must be aged 16 years or over, live in Golden Plains Shire and be able to provide proof of residence such as your most recent rates bill or utility notice, or your driver’s licence.

To apply for a rebate, applicants must submit a properly completed online rebate application form; a tax invoice which provides proof of purchase of the eligible products, including the supplier and date of purchase; and proof of residence.

Proof of purchase or receipt must be no older than 3 months and be whole, not a partial copy.

Only one application per household is allowed per financial year, and successful applicants will have the rebate transferred to their bank account within 21 days of the application being approved.

What products are included in the program?

Applicants may apply for a rebate for their purchase in the following product categories purchased from an Australian supplier on or after 25 September 2023:

  • Category 1 - Nappy products including cloth nappies, reusable swim nappies, cloth inner liners for reusable nappies, reusable wet bags and/or reusable wipes for cloth nappy use.
  • Category 2 - Sanitary products including reusable period pads, period proof bathers, period proof underwear, reusable period cups and reusable maternity breast pads.
  • Category 3 - Incontinence products including leak proof underwear, reusable adult nappies and reusable liners and pads.
  • Category 4 - Portable drinking containers including keep cups and reusable water bottles.

Single use or disposable nappies, sanitary products, incontinence products, coffee cups and water bottles are not eligible products.

How much is the rebate?

Successful applicants will be reimbursed for 50% of the purchase price of eligible products, subject to the following limits:

  • Category 1 - Reusable nappy products: up to $100.
  • Category 2 - Reusable sanitary products: up to $50.
  • Category 3 - Reusable incontinence products: up to $50.
  • Category 4 - Reusable portable drinking containers: up to $30. 

Single use or disposable nappies, sanitary products, incontinence products, coffee cups and water bottles are not eligible products.

Terms and Conditions

These Terms and Conditions apply only to Golden Plains Shire Council’s Reusable Products Rebate Program.

The Reusable Products Rebate Program will start on 25 September 2023 and will end 30 June 2024 or until all funds are expended.

By submitting an application for a rebate, you agree to comply with these Terms and Conditions. If you do not comply with these Terms and Conditions, your application will not be valid and will not be accepted or assessed by Council.

You should read these Terms and Conditions in conjunction with all other information regarding the Reusable Products Rebate Program provided by Council. 

Submitting a rebate application does not guarantee a rebate. Council will advise you in writing within 15 days of the outcome of the rebate application.

Eligibility

Applications

Rebate applications must be submitted within 3 months of purchasing the eligible product(s).

To apply for a rebate, applicants must visit goldenplains.vic.gov.au and submit a properly completed rebate application form; a tax invoice which provides proof of purchase of the eligible products, including the supplier and date of purchase; and proof of residence.

Proof of purchase or receipt must be no older than 3 months and be whole, not a partial copy.

Applicants who are unable to apply online may request a paper-based form. Paper-based application forms must be submitted in person at Council’s Customer Hub at 2 Pope Street, Bannockburn, Victoria 3331 or 19 Heales Street, Smythesdale Victoria 3351.

Only one application per household per financial year.

Applicants agree to immediately notify Council of any changes to the information provided in their application.

Rebate

Council will assess each application against the eligibility criteria to determine whether the applicant is eligible for a rebate. Council will notify applicants in writing of the outcome of their application within 15 days of receipt of the application.

Successful applicants will be reimbursed for 50% of the purchase price of eligible products, subject to the following limits:

  • Category 1 - Nappy products: up to $100.
  • Category 2 - Sanitary products: up to $50.
  • Category 3 - Incontinence products: up to $50.
  • Category 4 - Portable drinking containers: up to $30. 

The rebate does not include transport costs, nappy hire, wipes containers, nappy covers or postage/delivery.

Rebate applications for more than one product will be assessed as a cumulative total.

Payment

Payment will be made via EFT to the bank account nominated by the applicant within 21 days of notification that their application has been successful.

Rebate evaluation

Applicants agree to complete the survey provided by Council following receipt of their rebate. The purpose of the survey will be to measure the Reusable Products Rebate Program’s success and inform any future rebate programs Council may offer.

Liability

The Applicant agrees to indemnify and hold Council harmless against any claim for loss, harm, damage, costs or expenses incurred which may arise in or in connection with the Reusable Products Rebate Program.

General

Council reserves the right to verify any information provided in any application, and to request additional information or clarification from you, or anyone else before proceeding to make a decision about whether an application is eligible or ineligible.

Council reserves the right to reject any application on the basis it is deemed ineligible.

Council accepts no responsibility for late, lost, incomplete, invalid or falsified applications.

Council reserves the right to change these Terms and Conditions or to cancel, terminate, modify or suspend this rebate at any time.

The Reusable Products Rebate Program may be paused at any time if Council’s budget allocation has been exhausted.

Privacy Statement

Personal information collected on this form will be used by Council’s Health and Wellbeing team to process this application for the Reusable Products Rebate program.

Council may disclose your information to other internal departments such as the Environment and Sustainability team and will not be disclosed to any external party without your consent, unless required to do so by law.
