Northern Streetscapes Framework Plan 2022 Adopted

Following community consultation on the Northern Streetscapes Project throughout 2021, Council adopted the Northern Streetscapes Framework Plan at its 26 April 2022 meeting. 

About

The Northern Streetscapes Project will deliver beautification upgrades to enhance the character of the three town centres that form the northern corridor of Golden Plains Shire, popular with residents and visitors travelling the Glenelg Highway in and out of Ballarat:

  • Smythesdale
  • Scarsdale
  • Linton

The works will focus on minor streetscape upgrade works and placemaking improvements that could include improving accessibility and connectivity, review of pavement treatments, modification of parking arrangements, vegetation succession planning, and improving road and pedestrian safety. Options for the streetscape additions include increasing accessible street crossing areas, reviewing the location and abundance of trees and other roadside vegetation, and addressing street furniture provision such as seating, bin covers and bike racks.

The Northern Streetscapes Project will be delivered with respect to Rural Roads Victoria road safety standards, noting that this beautification project does not encompass major modification of road alignment, major intersection upgrades or undergrounding power.

The first stage of the Northern Streetscapes project will be delivered by Council and funded by $650,000 from Council and $650,000 from Berrybank Wind Farm, with the financial commitment made over the next two financial years (2022/23 and 2023/24).

Engagement Update

Following community consultation on the Northern Streetscapes Project in May and June 2021, Council developed the Draft Streetscape Framework Plan which included concept designs for the streetscapes of Smythesdale, Scarsdale and Linton.

Council sought feedback on the Draft Streetscape Framework Plan and concept designs from 11 November to 14 December, 2022. The feedback provided by community members in all three townships during this engagement period was incorporated into the Northern Streetscapes Framework Plan. 

The Northern Streetscapes Framework Plan was adopted by Council at its meeting on Tuesday 26 April, 2022. 

What Happens Next

Council will now develop an implementation plan to sequence the detailed design and delivery of upgrade works, with minor beautification works including the modification of street furniture, installation of art banners and planting of additional roadside vegetation expected to begin as part of Stage 1 from July 2022.
