Have Your Say On Mobile Traders Policy

At its 25 May Meeting, Council endorsed its Draft Mobile Traders Policy to go out for public exhibition, and is now seeking feedback from community members and businesses.

The Draft Policy provides a framework for considering requests for mobile trading, while balancing the needs of ‘bricks and mortar’ businesses. It provides clear and concise requirements for applying, issuing or refusing a permit for mobile traders to operate on Council owned or managed land, and does not apply to those trading on private property with consent with the landowner, or for a vendor that is part of an event.

To balance the demands of mobile traders, community members and existing businesses, the Draft Mobile Traders Policy proposes several standards, including that:

  • Mobile traders do not compromise the operation of existing businesses;
  • Mobile traders operate in an appropriate location at least 50 metres from an existing business, unless the proposed hours of operation are outside those of the existing business;
  • Mobile trading locations and their surrounds are safe and accessible for all members of the community at all times; and
  • Permit holders are adequately covered by public liability insurance.

Community members and businesses can download the Draft Mobile Traders Policy and provide feedback through a short survey here.

The survey is open from 1 to 29 June, and copies will also be available from Council’s Customer Service Centres in Bannockburn and Smythesdale once COVID-19 restrictions allow the centres to reopen.

Mayor Cr Helena Kirby encourages interested community members and businesses to provide their feedback.

“Over the years, Council has received multiple requests from mobile traders to operate on our land, and Council has developed its Draft Mobile Traders Policy to provide its staff, mobile traders, existing businesses and the community with a clear framework on how, when and where these traders can conduct business.

“Council endorsed the draft policy to go out for public exhibition to ensure that the community is able to provide input into this framework, and I encourage everyone to read the draft, complete our survey and share their feedback on mobile trading in Golden Plains.

“We want to hear directly from the businesses and mobile traders that will be affected by this policy, which is why Council committed at our May Meeting to write to all current permit holders and local food businesses to ensure their voice is part of the process.”
