Domestic Animal Business

Under current legislation, all Domestic Animal Businesses must be registered with the Golden Plains Shire and comply with the mandatory Code of Practice specific to their business type.

Domestic animal businesses include:
  •  Breeding businesses (cats and/or dogs)     
  •  Training facilities for dogs
  •  Pet shops
  •  Animal (welfare) shelters
  •  Dog/cat rearing premises, and
  •  Boarding Establishments

Responsibilities of a domestic animal business as defined under the Domestic Animals Act 1994 can be found the Department of Agriculture website.

Registration

As a Domestic Animal Business, you are required to register with Council. On receipt of your Domestic Animal Business Application to register, Council will conduct an inspection of your facilities.

 
To ensure you are compliant with the Code of Practice for the Operation of Breeding and Rearing Businesses, download this checklist and submit to Council with your application. 
 
Existing registrations will be sent a renewal form early March and must be renewed by 10 April each year.
 

Registration fees 2023-2024

The fee structure for registration and/or renewal of a Domestic Animal Business commencing 1 July 2023:
 

Non Breeding (boarding establishments/ shelters/ pet shops)

Breeding of Cats and/or Dogs

The Golden Plains Shire Planning Scheme permits a certain amount of dogs or cats to be kept for breeding purposes. If you live in a residential zone and you have more than two fertile animals, either dogs or cats, at breeding age that you intend to breed with, you will be required to apply for a planning permit for domestic animal husbandry. Please contact the Planning Department on 5220 7111.

Pet Exchange Register

From 1 July 2019, everyone who advertises a puppy, kitten, dog or cat for sale or give away in Victoria will need a source number from the Pet Exchange Register.   

Source numbers are valid for one year and can be renewed annually for as long as you need it.

There is no fee to enrol during the first full year of operation.  An annual fee will be introduced from 1 July 2020.  Do you need to register?

If you are a registered Domestic Animal Business or voluntarily enrolled foster carer with your local Council, there is no need to register as a source number will be provided to you via Council.
