Building
Council is responsible for the administration of Building Control functions under various Regulations and Acts that ensure buildings meet relevant building and safety standards for owners, occupiers and the general public.
These functions include:
Issuing of Building Permits and the undertaking of mandatory building inspections
Enforcement associated with complaints and safety issues
Distribution of advisory building information
Inspection and reports regarding swimming pool fencing and maintenance of essential fire services for commercial/industrial and supported residential buildings.
Building Permits
Building applications are required for new buildings, removal of homes, demolitions, alterations and additions to existing buildings, sheds, roofed patios and roofed pergolas.
Minor buildings such as garden sheds which are not attached to a house and have a floor area of 10 square metres or less do not require a building permit, however must comply with the Standard Building Regulations.
The buildings must:
be structurally sound (designed by a registered Engineer or other registered Building Practitioner)
comply will all relevant Building and Planning regulations,
comply with relevant siting requirements; and be located clear or any easements of the property.

FAQ
1. Is a Building Permit Required?
Any roofed structures that are attached to another structure will require a building permit.
A building application is required if the swimming pool can be filled with water to a depth of 300mm (30cm) or more. This includes spas and wading pools (portable and fixed). All swimming pools must be appropriately fenced to comply with legal requirements.
2. How long will it take to issue the Building Permit?
Council aims to issue building permits within 15 days. During times of high building activity, the turnaround time may be a little longer due to the increased number of applications.
3. How can I get my Building Permit quickly?
Ensure the plans you submit with your application are prepared by a registered draftsman or architect.
Submit full copy of the current land title with the application.
Complete all sections of the building application form.
Book building inspections in advance when arranging works with your contractor.
4. What if I am an Owner-Builder?
It is important that Owner Builders are familiar with their responsibilities and liabilities prior to carrying out any building work. Owner Builders are considered by the legal system in Victoria, in the same way as Registered Builders in relation to these responsibilities and liabilities.
