Cr Phelan has lived and worked in Golden Plains Shire all his life. He currently resides in Springdallah in the centre of the Shire where he owns and operates a farm.

Cr Phelan first represented Golden Plains Shire as a Councillor between 1996 and 1999 and was the inaugural Mayor. He has served a total of 23 years with Golden Plains Shire Council and former Grenville Shire Council, including five terms as Mayor.

He has had a strong association with organisations and communities within the shire.
